Which is the best application to Sync two folders?

I'm looking for a sync'ing program that will keep a current copy of my live data on an external hard drive. It doesn't have to be free, but it does need to be reliable, and somewhat easy to install, set up, and use.

I need one that has

-the ability to detect when a file changes
-then copy only the changed bits (deltas) to make the backup file an identical copy of the live one
-the ability to copy files that are currently in use
-I prefer one that allows scheduling (maybe once every few hours) instead of one that runs constantly in the background

Also, are there any other things I should look for?

(Windows 7, btw)

It sounds like Microsoft SyncToy is exactly what you need. It's free too!

I accidentally deleted the question. Anyway, taspeotis, does synctoy copy only the deltas? I couldn't find where it did. If so, can you post a link to that info? – CChriss Jan 25 '10 at 5:36
