Not sure about Free, but if you can't find a viable free one definitely check out SnagIt - hands down the best screenshot software available for windows.

In my opinion, GIMP or Paint.NET. Take your screenshot and add in all of the advanced things you want.

good programs alright, if you're fine with the PrintScreen key which is rather limited. but dedicated screen capture programs provide scroll capture and other advanced features. – Molly7244 Jan 28 '10 at 17:57

Greenshot is probably your best bet. It's FREE, Open Source and very easy to use. Oh and it's only 160K!!
