I am looking to build a new desktop. What is the lowest end video card that will fits the following:

Supports 2 monitors at 1920x1200 or 1600x1200
Works with Linux.

3d performance isn't much of an issue, since I don't play computer games. I use the computer mostly for programming, which is why I like having the large resolution, so I don't have to scroll around so much.

I'm actually building a computer and I'm in the same boat with you, except my OS is OpenBSD, so I have to be even more finicky on what video card I buy :P – Earlz Mar 3 '10 at 17:58

Every NVidia-card from the 8000 series upward should work for you very well. All you have to look out for are the two DVI-Outputs. Such cards start at $ 40,- .

I'd recommend an Ati card. The open drivers are great, and they have really good 2D performance. Some other advantages to the open driver are are Kernel Mode Setting for high res VTs which means fast VT switching, and out of the box support by distros. And unlike the closed Ati driver is supports all the newest kernels and xorg servers.

The closed Nvidia driver can cause problems. The problems it's had with KDE4 are numerous, and the open Nvidia driver (nouveau) is lagging behind.

Yes, thats all fine. But what ATI card can you recommend that is cheap and has dual-outputs? – Earlz Mar 3 '10 at 17:57
