laptop is not starting

You should be a little more specific.

At what point do you get the error? While windows is attempting to start up? Or do you even get that far?

If Windows is not starting, Hold F8 during the POST (Essentially just hold F8 as soon as you turn on the computer). This should open up the boot menu, allowing you to choose how you want to start the computer. If that doesn't work at all, then you are going to need the windows install disc.

The link below provides 4 methods to fixing this error.

How to fix "BOOTMGR IS COMPRESSED" error.

Are you not able to click on Start > Run and type in cmd and hit OK?

If you are still able to boot into a graphical shell (you still get a desktop, but maybe nothing more), you could always press Ctrl+Alt+Del to summon the taskmanager and choose to run a new task from there. Run 'cmd' to get a dos-box.

You'll need to boot from the Windows XP cd into the recovery console and uncompress the files on the root of your c: drive and also anything under your system folder (c:\windows*).

Compressing your whole C:\ drive is not a good idea.
