Where can I download mod_shaper for proftpd?

Question

www.castaglia.org/proftpd/ says: mod_shaper is distributed with the proftpd source code

but in the latest src from ftp://ftp1.at.proftpd.org/ProFTPD/distrib/source/proftpd-1.3.2e.tar.gz there is no mod_shaper.c inside ... so where can I get this mod?

It appears to have been added in v1.3.3rc1. It is included in the latest version, v1.3.3, as contrib/mod_shaper.c. Neither that file nor the associated test exists in the v1.3.2e tarball.
