My project requires us to setup a file sharing system so that developers can share documents and use it as a forum for discussions pertaining to those docs.

The developers are spread though locations around the world. Some parts of the discussions should be moderated others not.

Has anyone a good free software that could fulfill these requirements.

Someone suggested Ning - what do you think.

use cvs - Concurrent Versions System

By this you could achieve your stuff, I think it is open source

If your documents are mostly text, I would consider using a wiki. Trac is open source and contains lots of stuff you may need (such as wiki, tickets, source code repository etc).

If you are looking for something fresh you could try Google Wave which is very good at discussions and real-time collaboration.

For simple document sharing it's hard to beat Dropbox for simplicity and the fact that "it just works".

You'll miss discussions though.

You could just use Trac or Redmine.
Both incoparate wiki and you'll get a bug/feature tracker as a bonus.
