Are ISBNs (International Standard Book Number) related to the book's edition or to the content?

The short answer is that ISBN is assigned to editions.

This is correct. It has nothing to do with what's inside the book. The hardcover and paperback of the exact same book carry different ISBN. The second-edition hardcover will have yet a different ISBN. – Alexander Burke Mar 18 '10 at 4:48
