Since you haven't specified any requirements, I am going to say Hamachi is probably what you are after.

Hamachi is a zero-configuration virtual private network (VPN) shareware application capable of establishing direct links between computers that are behind NAT firewalls without requiring reconfiguration (in most cases); in other words, it establishes a connection over the Internet that emulates the connection that would exist if the computers were connected over a local area network. Currently available as a production version for Microsoft Windows.

Alternatively, I would suggest using VDE. I mean, you give us a link to it and everything, and given your lack of requirements I don't see how it is a problem. It's like asking if we have spinning wheels like the spinning wheel you already have. It spins, alright? Now use it.

I'll have to agree that you need to be more specific about what you're trying to do. There are virtual switches for windows such that come with VMWare, you can setup virtual networks where you VM's can operate without using a physical switch, but again that may not be what you're after, or might be constrained in some way.
