Is it possible to disable this feature?

Unless you have jailbroken your iphone/ipod touch, there is currently no way to disable this behavior. Search iprotect on cydia if you have a jailbroken device =) but seriously, (and sorry if I sound offending) I think the way is to teach the kid that deleting application makes the ipod useless for him/her/you and that this is not acceptable behavior. |
