Microsoft released such a tool with their Windows XP Creativity Pack:

Windows XP Creativity Fun Pack PowerToys Wallpaper Changer

I used it for a while back in the day and was perfectly satisfied by it. It'll do what you want, plus let you set special backgrounds for certain days (e.g. set a series of Christmas backgrounds to rotate every 15 minutes every Christmas). I never used that, haha, but it's a kind of nice concept, I guess....
