Why is Grooveshark still streaming music for free to all while other similiar servers like last.fm or Pandora had to make some restrictions?

How can it be legal, what is different from other mentioned servers? Why RIAA didn't do anything yet?

Sorry, questions about websites are off-topic on Super User. Aside from that, legal questions are not in the good place either. Unless there is a lawyer around here, we are not able to provide a correct answer. – Gnoupi Jun 19 '10 at 9:30
Fair enough, I just thought it would be ok, I've seen other questions about YouTube, Gmail, Google reader and last.fm, so I just thought that web service counts as software too. Sorry. – tomp Jun 19 '10 at 9:46
the FAQ was changed a few months ago, to exclude website questions clearly. It was more of a foggy area before, and that's why you can find still some questions about other webservices, not closed yet. – Gnoupi Jun 21 '10 at 9:36

Last.fm and Pandora stream music for free as well, so does Myspace, so do radio and TV stations, and a ton of other media outlets.

The issue is who's music they're streaming for free, how they're doing it, and whether they have licensing agreements with the rights holders. Grooveshark has been sued just as most filesharing services have. They have a licensing deal with EMI, and copyright holders are allowed to remove their songs from their network. Users caught uploading pirated songs more than a certain number of times get banned from the service.
