If I use the build in backup on Windows 7, then need to access a file from a Vista or XP machine, can I do so?

On Vista, but not on XP:

You can restore files from a backup that was created on another computer running Windows Vista or Windows 7.

backup from xp to win7-.BKF files try http://www.winhelponline.com/blog/restore-bkf-file-ntbackup-windows-7-vista/ also some backup recovery software may help systools-ms recocery this will open backup not seen in backup and restore-EASEUS Todo Backup-a free program is meant to work as well. As for getting files from xp to win7-copy to usb then copy to in win7 worked ok and the windows easy transfer system will transfer between xp,vista and win7 hope this works for you
