I recently install a WIndows 7 on my PC, i saw a method on devianart to apply themes manual, there is other options out there?

The first thing that comes to mind is the many Stardock products.

In particular, look at Window Blinds

You don't mention exactly what you saw on Deviantart but there are some utilities that make the process of installing new themes on Windows 7 quite easy.

The first thing you will need is a theme patcher, there are several around but I'd recommend one of the following:

Uxtheme Patches

Universal Theme Patcher

Once applied, you will be able to use third party themes.

To make the process of installing a new theme relatively painless you can use:

Windows Themes Installer

This makes it easy to change the various files that comprise a theme, such as explorer.exe, explorerframe.dll etc.

Finally, to change the start orb, you can use:

Start Button Changer

You can find lots of new buttons on DA.

Instead of using a patcher, like the ones Pulse mentioned, I recommend going with uxstyle. It doesn't modify any system files like the uxtheme patch does. More information here.

Say hello to UxStyle

UxStyle is their solution consisting of a light-weight system service named Unsigned Themes, complimentary to the Themes service, and a kernel driver, sizing in at ~500k and ~17kb respectfully (beta builds). The service handles the enabling/disabling of custom theme support and the kernel driver handles patching. For 64-bit platforms, the kernel driver is signed with a digital certificate, as required by Microsoft.

After installing uxstyle, get any visual style from deviantart, copy the folder to C:\Windows\Resources\Themes and double click on the .theme file.
