I would like to give my friend a programming quiz and i would like the server to show him the questions when he is ready (when he starts) and tracks how long it takes for him to submit each question.

Is there any ready made free software to do this?

Yeah, I kinda knew that. I don't know what you're aiming for, but I really can't fathom what use timed coding exercises could be (aside from seeing how fast someone can code something). As the quiz program you want is pretty trivial, perhaps the first question should be: "Write a web-app that dispenses questions and times the respondent". – msw Jul 11 '10 at 5:55
