Is there a program for OS X that will take a URL and scan it every few seconds or so for changes?

I don't know about every few seconds, but you can put a non-RSS URL into Google Reader and it will monitor the page for changes, then put an item in your news feed whenever the page changes. You may want to look in to that. |

You could try Website Widget (freeware) and use development mode to put it on your desktop. Another option is Simon from Dejal Systems, which is $30 and might be overkill for your needs. |
