I am designing software with Visio 2007, but there are not software design templates provided with the default install. Are there some decent templates that are free to download? I have done some searches with revealed nothing.

There are lots of Visio templates available for different categories provided by Microsoft for Visio 2010. Check it out if it works for Visio 2007. However, it may be a good idea to also perhaps upgrade its latest version i.e. Visio 2010? :) It comes with advanced diagramming tools.
