My company uses msn messenger constantly, but there are certain broadcast messages we would like to make, that could be viewed similar to a twitter feed. Is there a simple (or my jaded coworkers won't bother) app like this?

You could use Pidgin with the Pidgin-Twitter plugin (which supports several different microblogging services). I don't know how "simple" this is, but it would probably meet your needs in other respects.

Have you looked into the Windows Live Messenger Beta? You can read about it on that page, or read the Inside Windows Live blog where they have posted an article or two on the beta. It might not have RSS feed features, but it does feature history of statusses, and integration with other services, where you might find a solution.
