How do I make the content resize in real time in browser windows in Ubuntu 10.04?

Question

When I resize a Chrome or Firefox browser window, I see a frame that appears which I can resize but the content with in the window are not refreshed in real-time. I want to make it so when I resize a browser window I can see the content get effected in real-time so I can see exactly how my designs are behaving.
