I believe the verb you're looking for is 'burn' or 'write' but not 'convert' – dlamblin Jun 27 '09 at 6:04

InfraRecorder is my preference for free CD burning. http://infrarecorder.org/

As for cheap, I think for what Nero offers, it's a bargain at $80. It has done pretty much everything I have ever wanted a cd/dvd burning app to do. http://www.nero.com/enu/index.html

Actually all and every CD/DVD burning software in existence burns ISOs... make your choice.

BurnCDCC from TeraByte. It's totally free, supports CD, DVD and BD. It's tiny, portable and only does one thing - burn ISO's to disc - but it does it well.

Even Alcohol 52 is a good software (But more for mounting the iso files in virtual Drive)

Microsoft have a simple command line tool in their Windows Server 2003 Resource Kit called DVDBurn.exe which works fine in XP/Vista as well. There's also a CDBurn.exe for CD's. Does the job.
