I'm looking for a similar tool to Paint.Net but be able to edit icon. Have you ever heard of one of those? Please share.

I have some suggestion for you (see them from googling, not ever tried): A free icon editor : IcoFX - CrystalXP.net Hope that helps!

Perhaps you're looking for something like Inkscape? It's an open source vector graphics editing tool. Vector graphics are commonly used in icons.

This one is from sourceforge.net
