I'm looking for a similar tool to Paint.Net but be able to edit icon. Have you ever heard of one of those? Please share.

I have some suggestion for you (see them from googling, not ever tried): A free icon editor : IcoFX - CrystalXP.net Hope that helps!

Perhaps you're looking for something like Inkscape? It's an open source vector graphics editing tool. Vector graphics are commonly used in icons.

I have another suggestion for you (see them from googling, not ever tried): A free icon editor : VariIcons Icon Editor | Download VariIcons Icon Editor software

This one is from sourceforge.net
