How can go to next page in either OneNote or Word when I am in TablePc mode?

I suggest you take a look at the Flicks feature in Windows. It is definitely in Windows 7 and may be in Vista.

Flicks allow you to perform actions (e.g. back, forward, copy, paste, delete, up, down) by flicking your stylus on the screen in a particular direction. They work in any application.

Alternatively, just tap your stylus inside an empty part of the scroll bar to jump up/down a document.

I have done this many times by accident, and don't know how. I have done it before though. It is not though the windows flicks feature.
