I need such a tool to see what modifications were made.

The Windows command line tool FC can do binary comparisons with the /b switch. The results aren't in the most appealing format, but it works.

If you just want to find out if the files are identical or not - particularly when files are large like .iso files - the portable app Duplicate Files Finder works nice. – RuntimeException Oct 14 at 14:06
