I need a customizable clock applicaion that can remain on top of all other windows when running. I would prefer a clock that allows me to use skins or some other means to give it a custom look. I will be using this on a control center display and the clock will be one of the more prominent features. Any suggestions appreciated.

NovaClock. Highly customizable and can stay always on top, while at the same time being partially transparent and won't respond to clicks. It is essentially invisible to the mouse in that mode. Very handy if you want to do something below the clock :-)

ClocX will stay on top if you want it to, with customisable transparency, is skinable with lots of demo skins or your own PNG file. It also has the option to become transparent on mouse-over and allow click-through to things behind.

Not exactly what you asked for, but Tclock2 replaces the clock in the task bar with one that can show the date and time in whatever format you like. It is also customisable with regard to colours and other stuff. You can even get it to pop up a monthly calendar when you click on it.
Thought it might be a good alternative to something that takes up room elsewhere on your desktop.

I use Rainmeter + 10 Foot Hud, which gives you something like this:

Google desktop widgets or Yahoo widgets might be a good place to start.

Samurize is about as customisable as it gets, and comes with a program to display a config in the taskbar - I know there are programs out there to hide the clock, but I honestly couldn't tell you what. If you want Large, well, Samurize should be right up your alley. It has a GUI editor, making it easier to pick up than rainmeter, too.

Since I don't have enough karma to add a comment, I'd like to say that Tclock2 that was mentioned above is the best clock software for Windows 2000 and XP.
