Without knowing the contents of the archive - pretty much impossible to say.

I'm pretty sure the second question is the same as the first. "What program will do it?" == "What program will extract tarballs on Windows?" – Sasha Chedygov Sep 22 '10 at 1:36

WinRAR also handles TAR and TAR.GZ (tarball) formats.

Yup 7zip does it all.

Including corrupting ZIP files fairly often. WinRAR tends to be better overall, has a similar compression ratio (often better, contrary to 7-zip propaganda), and most importantly can extract tarballs just as well. – peachykeen Sep 22 '10 at 2:33
