I suggest using 7-Zip:

Supported formats:

  • Packing / unpacking: 7z, XZ, BZIP2, GZIP, TAR, ZIP and WIM
  • Unpacking only: ARJ, CAB, CHM, CPIO, CramFS, DEB, DMG, FAT, HFS, ISO, LZH, LZMA, MBR, MSI, NSIS, NTFS, RAR, RPM, SquashFS, UDF, VHD, WIM, XAR and Z.

Download 7-zip from here and extract the archive.

What program will do it?

Without knowing the contents of the archive - pretty much impossible to say.

I'm pretty sure the second question is the same as the first. "What program will do it?" == "What program will extract tarballs on Windows?" – Sasha Chedygov Sep 22 '10 at 1:36

WinRAR also handles TAR and TAR.GZ (tarball) formats.
