In Windows Explorer, right-click on one of the column headers and select "More..." this will give you a list of all the file attributes you can apply, including Rating.

great thanks! is there a way to set that as the default view? Cos now, i will have to go every folder i want to see the rating an set the rating. and will the rating/tags be attached to the file or current installation? – Jiew Meng Sep 24 '10 at 23:51

You should be able to go the the Organize menu -> Folder and Layout Options and then on the View tab select Apply to Folders. This will apply the current layout to all folders of this type, whatever that means. I haven't tested this myself with extra columns because I don't want to mess up my current settings :) – Mike Fitzpatrick Sep 25 '10 at 0:52
