I am looking for a way to disable notifications for all programs in windows 7. eg- disable notifications for applications like outlook, messenger, Thunderbird etc. I know that each of these programs have their individual settings to achieve this, but I am looking for a windows setting that can do it for all of them at once.

There isn't a global setting, but you can change the settings for all the apps in one place by right-clicking on the clock and then click "Customize notification icons". From there you can disable notifications on all apps (albeit one-by-one).

Because there is no unified notification mechanism in Windows (as opposed to Growl in OS X, for example), you can not achieve that. You have to disable it for each application separately.
