Are there any open source tools I can use to edit HTML content? I would like something that functions like Dreamweaver or MS Frontpage.

There are several Free html editors, there are even free websites that will allow you to use a WYSIWYG (what you see is what you get) editor that feels more like Word than an editor. If you are looking for a free HTML editor, a basic HTML editor where you actually have to hand code in everything, try doing a search on google for one, I'm sure it will yeild plenty of options. | |||
