I Am not bad with Networks. However, I am doing badly in IP addressing which is affecting me very much.

Example; while working on access lists on a Cisco router, I had to assign a serial port with the IP address 24.17.2.2 and a subnet of 255.255.255.240.

Well I thought the corresponding subnet for 24.17.2.2 is 255.0.0.0 since it's a class A IP address. Secondly, how can I improve in IP addressing.

Start with CIDR or Cisco ip addressing.

If you're routing addresses with subnets that do not match the address range, as in your question, it is recommended to enable the ip classless flag in your configuration. Also, you can start looking into supernetting your available IP addresses using CIDR.
