I'm searching for a todo-list application like this one http://diggan.se/todo/ but with a function so the users could add todo's that would look like requests. Me (the webmaster) can later choose which request I should start working on or trash another request. The application should be for small projects.

Remember the Milk has this concept of shared lists and an "inbox" where people can send you tasks and you can accept, prioritize, manage them. It's geared towards personal task management though.

You might also want to check out Jira. That's an issue tracking system that's hosted and cheap for a low number of users. It's meant for organizing bugs and issues being worked on by multiple people.
