I am new to this technology, so excuse me if I am not sure about certain things.

Basically I'm looking for a solution which will allow me to write using a digital pen, not on paper, just directly on the computer screen.

I will only be using it around the pc, so it doesn't need to have any memory or store anything.

Performance should be good, but mainly I'm using it to learn a new language, and writing is a great way to enhance your learning. I just don't see the point in wasting paper in the process.

What solution can you recommend?

You might want to look at the Logipen @ http://www.logipen.com The website says You can "Write directly into applications on your computer using your device in tablet mode".
