After a day of high winds and storms I found all the power strips in the house in the "off" position. The lights had flickered and power went on and off very breifly a few times during the storm. Would this cause the actual "on/off switch" to move to the off position?

Only if the on/off switch doubles as an earth leakage trip which is the case with some of the strips I have here at work. Quite often, this kind of switch will have a test/reset button next to it. Mains spikes due to electrical storms and high winds will cause them to trip.
