Can anyone suggest a free program that is capable of merging, splitting and rotating PDF files?

I use pdftk (PDF Toolkit) myself, but if you want a GUI, look at programs like jPDFTweak, PDFSam or PDFShuffer.

Assuming you are asking for Windows software, you can try http://www.pdfill.com/ which has a (not very nice) user interface.

You can also use http://pdfrider.codeplex.com/ which is a GUI for PDF Toolkit, recommended by RedGrittyBrick.

use it to:

  • Merge PDF Documents
  • Split PDF Pages into a New Document
  • Rotate PDF Pages or Documents
