Just built a custom computer a couple of months ago. Since we started using it, the keyboard or mouse won't power back up after the computer returns from sleep or hibernation.

I'm pretty sure all the drivers are up to date. Here are my relevant specs: Windows 7, 64x Razer Naga Logitech G15 Gigabyte X58A

What could be the issue?

Check your keyboard & mouse in Device Manager. Under the Power Management tab, ensure that "Allow this device to wake the computer" are checked for both.

This sounds more fundamental than a simple driver issue. You may want to check your BIOS or EUFI settings. Pay attention to any power management (ACPI) stuff as well as possible USB settings (assuming you connect your mouse and keyboard to a USB port and not a PS/2 or something).

All motherboard manufacturers are not created equal and although most use one of a very few base BIOSes, none have exactly the same settings. And since I don't know what mobo you have I hate to sound like a broken record but you really do need to check with your motherboards manufacturer to see what settings (possibly even hardware settings) should or should not be set.
