I had different experiences, but this one worked best for me: http://www.fs-driver.org/

There are not that many though. I would suggest you try them out and figure out what works best for you.

Should be noted that it access ext2 partitions, even if its an ext3 partition (no journaling) and that you have to always shutdown correctly before accessing the partition with the other OS. Haven't tested it under Win-64bit nor ext4. –  voyager Aug 8 '09 at 16:23

What I usually do is I start samba service and have some directory exposed.

I have used explore2fs. Works well on XP. Haven't tried on Vista.
