If you're looking for a way to obtain an Ubuntu CD without downloading a copy over the internet, you can get a copy on CD for no cost to you (neither for shipping nor for the CD and software) through the official ShipIt program, found here. Update: The ShipIt Program Has Been Ended, But You Can Still Get Free Ubuntu CDsAs of April 5, 2011, the ShipIt program has been ended (see this official blog post). However, you should be able to obtain a free CD through your local Ubuntu user group (called "Ubuntu LoCo Teams"), which can be found on the Ubuntu LoCo Team Directory.

Ubuntu itself is completely free. You can purchase both training and support contracts directly from Canonical though both for personal use and business support. See http://www.ubuntu.com/support/services for details - the products targeted at personal users are at the bottom of the page if this is what you are looking for.
