I am looking to set up a voip server at home with a couple of voip phones connected to it. I am thinking to use a service that offers free calls to China and UK (like smartvoip - a betamax service). Is it possible to block calls that are not to one of the free countries specified? Any recommendations on which software/hardware/voip service would be appreciated.

I run an Asterisk box at home connected to my employer’s PBX. It is beyond configurable, to the point of obscene. You can block calls either via dialplans on the phones or the call routing on the server. Asterisk is a beast by itself though, take heed in the advice of brandon and aking below and use AsteriskNow, Trixbox, or some front end. It takes a long while of frustration and tinkering to become comfortable with the config files and command line of Asterisk. – peelman Dec 16 '10 at 19:51

You can block anything you like with appropriate dial plans. For a simple implementation check out asterisk@home or trixbox.

Asterisk even has a way to bridge into skype.

I am in school at the moment and just finished a large assignment with AsteriskNow. I would recommend this to anyone who wants a simple VOiP implementation in any environment. You can connect SIP phones and softphones and it is fairly simple to set up.
