When I connect the USB 2.0 drive I see this:

usb 1-4.3: new full speed USB device using ohci_hcd and address 5

so I know it's getting seen as USB 1.1. usb-devices shows that it really is USB 2.0 and connected to a USB 2.0 hub:

It seems the problem is that root hub is:

It seems like I'm missing something which would allow the OS to see USB 2.0 devices. Can anyone point me in the right direction?

it looks to me that the disk is attached to a usb 1.1 hub

can you give more information on the connections between harddisk and usb port?

The physical hub is USB 2.0 (see first device in usb-devices output). The linux supplied root_hub is what appears to be USB 1.1. I assume this is software, not hardware related. – btucker Dec 17 '10 at 16:47
    
There's nothing extra between the harddisk case & the usb 2.0 port in the back of the machine. Just the usb cable. I'll add the full lsusb -v output above. – btucker Dec 17 '10 at 16:58
