Personally, I think FileZilla is one onf the best there is. It's lightweight, doesn't muck with your system and it seems to have regular updates to handle things like security issues. – palehorse Aug 17 '09 at 18:55

It's worth pointing out that windows has ftp capabilities built-in. You can type an ftp address in windows explorer and it will load.

With that in mind, you need to define "better": less obtrusive? faster? more features? which features?

One thing about the built-in functionality is that blind drop FTP sites aren't really supported, a features that I found sorely lacking. Authentication can also sometimes be tricky, not really sure why, but some sites just don't work very well with it. – palehorse Aug 17 '09 at 18:57

I can't offer a "better" free ftp program for Windows, since I don't know what you would regard as being "better". I can suggest Fireftp, though. It's a Firefox add-on/extension, so as long you can live with the Firefox dependancy it works well.
