The feature I'm looking for the most is being able to select a given poetry form (for example a sonnet) and having the program enforce metric or rhyme based on it's rules.

Does such an editor exist?

OS is Windows.

What do you mean by "enforce metric or rhyme"? Do you want the software to write the poem for you? – nhinkle Mar 5 '11 at 2:28
They might have some ideas here writers.stackexchange.com – Kara Marfia Mar 10 '11 at 19:27
This sounds much more like a problem better suited to wetware than hardware. Maybe english.stackexchange.com ? – Mokubai Mar 11 '11 at 23:19

Software that assists you with writing Poetry:

On our chat, while discussing this question, Linker3000 mentioned the site Free Poetry Writing Software.

This site mentions quite some useful information, let me sum them up here:

Writing.com
Writing.com requires you to sign up for a membership before you access all of the software they have to offer, but it's free to join and in addition to the software, you'll be part of a community of your fellow writers. You can also create a free online writing portfolio to show off your work.

Language is a Virus
Don't let the name scare you off! Language is a Virus is great website for all writers, and poets will find tons of tips for poetry writing software (as well as writing prompts for those slow days!).

Open Directory - Writers' Resources
The Open Directory isn't poetry writing software in itself, but it offers a long list of writing software programs for download with short descriptions of each one, to help you zero in your best poetry software fit.

Esoteric Sensationalism
Esoteric Sensationalism offers Cut 'n' Mix software. This program isn't poetry software in the traditional sense - it won't guide you through different poem formats. What it will do is let you play around with words to get your creative juices going when you're facing down a bad case of writer's block and will auto-generate poems for you to get you moving. The software is free for a trial period and then requires a minimal purchase fee.

Freelance Writing Organization International
Much like The Open Directory, this site collects information about other writing software programs. They update their lists often to so you never miss out on the latest offerings, and user feedback clues you in to which programs are best. Membership is required, but signing up is free.

Programmatic solution:

I seem to have misunderstood your question at first, thus I wrote this section about automatic generation:

If you really have the interest in this you could research and learn a programming language and develop one.

You'll most likely want to study linguistics and artificial intelligence to get a basic understanding.

If you face real problems with writing and linguistics, you can visit English.SE and Writing.SE.
If you face real problems with programming, you can visit Stack Overflow, a site for Developers.

Please read the FAQ first before posing your question, it's necessary to spend effort or you'll create questions that won't result in helpful answers. This question is an example of that, but because of the interesting subject I've decided to steer you in the right direction:

Here are some useful links to start with, by Googling for various terms:

Also, the terms you should be coining for:

  • Computer Generated Sentences
  • Computer Assisted Sentence Production

In which you can replace Sentences with various other words, but it boils down to generating a sentence first.
