The picture icons look like Visio to me, an extra part of Microsoft Office. If the file has an .vsd extension that would enable to you know for sure. | |||||||

If you can post the original somewhere including the original extension, then it might be possible to determine the program by looking at the binary data in the file. If you're just wondering what kind of program can be used to make diagrams like this, then it can be Visio, Dia, Illustrator, Inkscape, etc. The elements in it remind me more of something that is made with a vector drawing program like Adobe Illustrator or Inkscape (which is an open source vector drawing program). | |||||||||||||

It looks more like a program I used to use on the Mac a while back. I can't remember what it was called, but it worked like Visio (but wasn't Visio). | |||

Besides, if you do know as much as you imply in response to my answer, then you would know that practically any graphics software could have made thatI often see this set of images used in diagraming, that is why i asked the question like that. – Smith Mar 19 '11 at 16:38
