I am a newbie to graphic world. Is there a software I can use to draw pictures/landscapes/people similar to a oil painting or water color?

Your best bet for starting off is to get a graphics tablet. Trying to do digital painting/illustration without one is madness. Wacom is quite popular and offers a wide range of models and prices.

Corel Painter is designed to mimic various media, such as watercolor, acrylic, oil, pastel, pencil, etc. The full version of Painter 11 is quite expensive, but the last few Wacom tablets I've used come with a "light" version of Painter which will certainly get you started.

+1 for Corel Painter. My cousin is a professional graphic designer/concept artist of about 15 years. Very skilled at what he does. He uses a Wacom tablet and paints in both Adobe Photoshop and Corel Painter and says Painter is far superior. One of the reasons for this is that it mimics natural media better than PS. – boehj Apr 28 '11 at 7:18
+1 - I bought a very cheap A6 Wacom tablet years ago. Drivers were so bad at the time it was unusable, but a driver update fixed that. Corel Painter Classic was included. My advice - if you're going to use this much, don't settle for an A6 budget tablet. When that tiny tablet gets translated to a huge modern screen, you need a very steady and precise hand. I'm not an artist - for me an old budget A6 tablet is a reasonable trade-off - but Intuos tablets are much better for real-media art (sensitive to more than pressure) and a bigger is likely to be better too, to a point. – Steve314 Apr 28 '11 at 7:21
