  1. Why does SCP incorrectly think that the file is only 1.8GB?
  2. How can I fix this and properly copy this full file using SCP?

Workaround: using the GUI WinSCP, despite the terrifying web page, appears to be on track to download the full file. – Phrogz Apr 28 '11 at 17:06

I think that the 32 bit version has a ~2GB file size ceiling. Try a 64 bit build.
