If I plug in a device that is supposed to receive input of 5 volts 850 mA into a charger whose output is 5 volts 450 mA, will that damage my device?

It's always better when you use the OEM's charger But in your case it wont damage the device but can be incapable of charging or charging slowly

In rare cases it may damage the charger

It won't damage the device, but may damage the charger. Also, you may not get a charge, either.
