Most tutorials regarding WMV seem to point to Windows Media Profile Editor, a tool that according to reports, seems to have disappeared of the Microsoft website somewhere around early 2010. So do I really need to create custom profiles by hand, or is there another tool that might help?

Windows Media Profile Editor is a tool bundled with Windows Media Encoder. It is true these tools are not longer available from Microsoft websites (except for the WME SDK), but since they are free tools, they are still available from third party download servers.
