I installed a visual theme for windows 7 a few weeks back and decided to go back to normal. I used uxthempatcher to revert the patched files within the sys32 folder and also reverted manually back the files that came with the theme:

  • explorer.exe
  • ExplorerFrame.dll
  • shell32.dll

After a restart everything returned to normal except the background of some windows like control panel:

How do I fix this?

If you click on the Window Color icon on the bottom of the Personalization control panel, and then click on Advanced appearance settings, you will get to the advanced color settings window that should be familiar circa Windows 9x and Windows XP. From there you should be able to fix your color settings.
