Or do you have to provide your own? If an employer did offer them, would it increase your desire to work there?

I work at a graphics studio (which will remain nameless) and they provide us with very nice tablets. They give us Wacom Cintiq 12WX's and they encourage us to use them at the office (which a lot of us do). So yes I would say it does motivate us a lot to work at the office.
