Having a dreadful problem, unGoogleble..

Using ICELANDIC keyboard layout, however when I want to use some of the special characters escpecially the "é á ó" it only does this: "´´e ´´a ´´o"

But I can get them to work in COMMAND prompt but not in any programs or in OS.

It seems that the issue has something to do with the dead keys. If you are using Linux/unix/OsX you might want to look something that says eliminate dead keys etc. – Ahe May 23 '11 at 14:17

Given the use of "CMD" and "COMMAND" in the question, which thus appears to be conflating a command interpreter with a console, my educated guess is Windows NT. – JdeBP May 23 '11 at 14:27
