I'm looking for a free PDF editor for Windows. I saw a question already asked about this and Sun PDF Import sounds like it would work, but all of the links to download are broken. It was also from a couple years ago and there could be newer software options now.

Any recommendations for free pdf editors?

I need the ability to switch out specific pages of a pdf so I need an editor. I've used Acrobat in the past but I don't have a license anymore. – bmbaeb May 25 '11 at 19:37

Thanks for the recommendations but I won't be able to use either of them. The download link on the Open Office with pdf import plugin is broken and due to some contractual issues I'm not allowed to upload it into an online service. It could work well for other people though. – bmbaeb May 25 '11 at 20:43

Go for PDF Split and Merge. It's not intended for actually reading PDFs; instead, it's for exactly the sort of situation you describe. It provides the ability to visually reorder pages (using page thumbnails), merge pages from multiple PDF files into a single file, save pages of a PDF file as individual files, and combine individual pages into a single file, among other things.
