I want to be able to access my OSX 10.6.x machine and other network file servers remotely over the public internet securely.

I am using an Air Port Extreme for my Router.

FOSS is better, but I will consider commercial products as well.

What would be the best software VPN solution to allow me to connect to my personal machine remotely?

You can also use Team Viewer as a remote connectivity solution, it also offers VPN capabilities.

Take a look at LogMein Hamachi. It's free for consumer use, and can pull off what you want VERY easily.

I've always liked using OpenVPN with TunnelBlick. Free/open source application and very configurable, but does require some level of work for initial setup.
